Visions of Glory is a Commander card through and through — the five-mana cost and one-shot combat impact fit a multiplayer game where you're swinging for lethal against a single opponent, not grinding through two turns of a duel. In Legacy and Vintage it's technically legal but irrelevant; no competitive Human shell wants a five-mana sorcery when Collected Company and Aether Vial exist. Oathbreaker is the one non-Commander shell worth mentioning, where a White Human planeswalker can make the math work, but that format's smaller player base keeps Visions of Glory firmly in Commander territory in practice.
