Vision Charm does three meaningfully different things on one card — phase out a permanent, change a land's basic type, or alter a card's type at instant speed — and all three modes see real play. The Ugin's Nexus interaction alone (phase it out to deny the extra turn trigger) earns it a slot in any blue deck that cares about extra turns or turn-order manipulation.

Vision Charm is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, and it's nearly invisible in competitive Legacy and Vintage — the modes are too narrow against the threats those formats throw. Pauper is where Vision Charm occasionally shows up, because phasing out a blocker or changing a land type at instant speed can matter on a low-resource board.
