In a multiplayer game, forcing all creatures to attack creates cascading political pressure and fills combat steps with activity that various commanders can exploit. In Legacy and Vintage, the symmetrical drawback is too costly — those formats want to control the board, not mandate chaos — and three mana for an enchantment with no immediate impact doesn't compete. Oathbreaker is a reasonable fit if your planeswalker-and-signature-spell shell wants forced-combat synergies, but the card sees virtually no play there in practice.
