Three mana for that ceiling is a strong rate, and any token strategy that can reliably field five or more creatures will find it punches well above its cost.

Commander is where Veteran Warleader is most at home — token strategies are ubiquitous, the singleton rule doesn't punish you for running it, and a creature that scales to 10/10 or larger with trample for three mana is a legitimate finisher in the right shell. In Pioneer and Modern, it's legal but rarely played; three-mana creatures in those formats compete against a much steeper power curve, and the tap-to-grant-keyword ability is too slow when the game is decided by turn four.
