Commander is where Veteran Warleader is most at home — token strategies are ubiquitous, the singleton rule doesn't punish you for running it, and a creature that scales to 10/10 or larger with trample for three mana is a legitimate finisher in the right shell. In Pioneer and Modern, it's legal but rarely played; three-mana creatures in those formats compete against a much steeper power curve, and the tap-to-grant-keyword ability is too slow when the game is decided by turn four. Legacy and Vintage are theoretically legal but practically irrelevant — Veteran Warleader has no business in formats where the baseline is free spells and broken combos. Oathbreaker mirrors the Commander calculus: if the signature spell or planeswalker generates tokens, the card is functional.
