Veteran's Sidearm is legal everywhere except Standard, but that breadth doesn't translate to relevance. In Commander, +1/+1 and vigilance is noise — the format's power level demands Equipment that draws cards, generates tokens, or closes games, and Veteran's Sidearm does none of that. Pauper is its most plausible home, where aggressive commons matter and vigilance has real defensive utility, but even there the card competes with Equipment that hits harder. In Legacy and Vintage it's a non-starter.
