In Commander, Veteran's Reflexes earns its slot almost exclusively in tap-ability decks — Derevi, Empyrial Tactician or Selvala, Explorer Returned style lists where untapping a creature mid-combat or at instant speed generates real value. Outside that context it's too narrow; most Commander decks don't pay one mana for a +0/+1 that evaporates. In Pauper it sees fringe consideration in white weenie or Convoke shells where untapping an attacker mid-combat opens combat tricks, but it's not a format staple. Legacy and Vintage have enough redundancy in the untap space that Veteran's Reflexes never competes seriously.
