Commander is the only format where Veteran Dungeoneer is genuinely at home — dungeon synergies require critical mass to matter, and 100-card singleton gives you enough room to build around them. In Pauper, it's legal but dungeon support is too thin to form a real archetype. Modern, Pioneer, and Legacy have faster, more consistent things to do at three mana, and without a critical mass of dungeon payoffs in those formats it's a vanilla 3/2 with a marginal upside.
