Veteran Armorsmith is a Pauper-legal common, and that's the format where it's most relevant — Soldier tribal has functional pieces at common, and a static toughness buff compounds quickly with anthem effects. In Commander, the card is too narrow: two-mana creatures need to do more than buff toughness in a 100-card singleton format where board wipes reset everything anyway. Legacy and Vintage are non-starters — the effect is far too low-impact for those formats' threat density. Stick to Pauper Soldier builds if you're running Veteran Armorsmith at all.
