Commander is where Vesper Ghoul makes the most sense: 40 life gives you room to pay the activation repeatedly without racing toward death, and the format's multicolor commanders make reliable off-color fixing genuinely valuable. In Pauper, where the card is legal, the life payment is a steeper proposition against aggressive decks, and dedicated fixing at common is already crowded — Vesper Ghoul rarely earns a slot there. Legacy and Vintage have the raw card quality to make it irrelevant; no one is tapping a 1/1 for mana when Mox and sol-land effects exist. Stick to Commander.
