Vertigo permanently sets a target Mountain's ability to tap for red to nothing — it stops producing mana entirely for the rest of the game. One mana to strand a single land is a terrible rate in any competitive context, and Vertigo sees essentially no play because of it.

Vertigo is legal in Commander, Legacy, Vintage, and Oathbreaker, but legal doesn't mean playable. In Commander especially, permanently neutering one Mountain out of 99 cards barely registers — the affected player has three other colors of mana, artifact mana, and fetch lines to compensate before the turn even ends. Legacy and Vintage move too fast and run too little basic land for a one-mana do-nothing to find a home. There is no format where Vertigo is a reasonable inclusion.
