Venser's Sliver gives your entire Sliver tribe vigilance for five mana — a meaningful keyword on a wide board, but five mana for a vanilla-statted 1/1 that does nothing alone is a steep ask. It earns a slot only in dedicated Sliver lists where redundancy on vigilance matters; everywhere else it's a cut.

Commander is the only home where Venser's Sliver makes sense, and only inside a tribal Sliver deck — the vigilance anthem lets your whole board attack without tapping, which matters when you're also holding up mana for interaction. In Pauper it's legal but irrelevant; the format has no Sliver synergy infrastructure to support it, and a five-mana 1/1 with no immediate impact doesn't make any list.
