The cost is real, but in Commander the card advantage and incidental reach are worth it in any deck built to exploit the graveyard.

In Commander, Vengeful Rebirth earns its slot in Jund and Abzan graveyard builds where the recursion target is routinely a high-value spell with a mana value of four or more, turning the damage rider into legitimate reach against a planeswalker or a weakened opponent. Outside Commander the six-mana price tag is nearly disqualifying — Legacy and Vintage have access to far more efficient recursion, and the damage clause is rarely relevant enough to justify the cost in those formats. Modern can technically run it, but the same logic applies: nothing in a competitive Modern shell wants to spend six mana on a sorcery-speed recursion spell when cheaper options exist. This is a Commander card through and through.
