Vengeance is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but legal doesn't mean playable. In Commander, four mana at sorcery speed for one removal spell is a steep ask when Swords to Plowshares and Path to Exile exist at one mana — the tapped restriction adds insult to injury. Legacy and Vintage have such efficient removal that Vengeance never sees a sleeve. Modern is the same story: the bar for four-mana sorceries is "win the game or close to it," and Vengeance clears no such bar.
