In Commander, Venarian Glimmer occupies a niche role in blue control shells that want proactive hand disruption — rare in the color, which usually waits for cards to hit the stack. It's most useful in the early game when X can be kept low and opponents are still assembling their engines, but it loses relevance fast once boards develop. In Legacy and Vintage, the bar for this effect is too high — both formats have access to cheaper, more efficient discard and hand-inspection at one or zero mana, leaving Venarian Glimmer with no real foothold. Modern is similarly competitive enough that spending multiple mana at sorcery speed to exile one card rarely generates the tempo needed to justify the slot.
