Velukan Dragon is legal in Commander, Legacy, Vintage, and Oathbreaker, but the only place it realistically sees play is Commander. Legacy and Vintage have access to the most broken cards in Magic's history, and a six-plus mana Dragon with a conditional triggered ability simply can't compete in those power-dense environments.
