Veiled Shade is legal in Commander, Legacy, Modern, Pioneer, Vintage, Pauper, and Oathbreaker, but the only format where it sees any real consideration is Pauper, where commons with evasion and a mana sink can occasionally slot into mono-black aggro or attrition shells.
