Varis, Silverymoon Ranger puts a 2/2 Wolf token into play every time you cast a spell from the top of your library — any noncreature spell from anywhere counts, but the token rider is the whole reason to run him. A 3/3 body for three mana is fine; the payoff is the engine, and it fires reliably in any deck built to cast off the top.

In Commander, Varis, Silverymoon Ranger belongs specifically in decks that cast off the top — Prosper, Alaundo, Galea, or any Scroll Rack / Sensei's Divining Top shell — where the Wolf trigger fires multiple times per turn cycle. Outside that context he's a vanilla 3/3 with situational upside, which is below the curve for a 99-card singleton format. In Legacy, Modern, and Pioneer he's legal but irrelevant — three mana for a 3/3 with a conditional token rider doesn't clear the bar in any of those formats, where tempo and raw power crowd him out. Oathbreaker is the one competitive-adjacent format where a dedicated top-of-library build could make him shine, particularly as the signature spell for a planeswalker that manipulates the top of the library.
