Vaporous Djinn is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees virtually no play in any of them. In Commander, four mana for a 3/3 flyer is already below the curve, and the UU upkeep cost compounds the problem — in a three- or four-color deck you'll often be unable or unwilling to pay it, and a creature that phases out repeatedly contributes nothing while it's gone.
