Vaporous Djinn is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees virtually no play in any of them. In Commander, four mana for a 3/3 flyer is already below the curve, and the UU upkeep cost compounds the problem — in a three- or four-color deck you'll often be unable or unwilling to pay it, and a creature that phases out repeatedly contributes nothing while it's gone. Legacy and Vintage have access to every blue threat ever printed, and Vaporous Djinn competes with Snapcaster Mage, Force of Will targets, and actual game-winning threats at the same mana investment. There is no shell where this card is the right call.
