The scry 1 rider softens the cost slightly, but at that price point you need a compelling reason not to run a cheaper alternative.

Vanquish the Foul is a Commander card through and through — six mana is tolerable in a 40-life multiplayer game where threats regularly hit power 5 or higher, and exiling rather than destroying matters against indestructible commanders and graveyard recursion. Outside Commander, it doesn't make the cut: Modern, Pioneer, Legacy, and Vintage all demand interaction that costs one or two mana, and sorcery speed at six is unplayable in those formats regardless of the effect. Stick to Commander, and even there treat it as a budget slot-filler you graduate out of when better options become available.
