Vanguard Seraph is a Commander card through and through — its counters-on-death trigger scales with the number of creatures at the table, and a four-player game nearly always delivers the creature-dense board state that makes it worthwhile. In 60-card formats like Modern or Pioneer, opponents aren't running enough creatures and the death trigger fires too infrequently to justify a four-mana 3/3 with no immediate impact. Pauper is the only other format where token and aristocrats strategies have the critical mass to get real value, but Vanguard Seraph's power level there is still middling given how efficient that format's threats are. Stick to Commander.
