Vanguard Seraph enters with a constellation of +1/+1 counters scaled to how many creatures your opponents control, then keeps paying dividends by distributing counters whenever your own creatures die. The cost is that it's a do-nothing 3/3 in low-creature games and tops out at four mana with no immediate protection — Elenda, Saint of Dusk decks are its natural home precisely because they're never short of fodder to fuel both halves.

Vanguard Seraph is a Commander card through and through — its counters-on-death trigger scales with the number of creatures at the table, and a four-player game nearly always delivers the creature-dense board state that makes it worthwhile. In 60-card formats like Modern or Pioneer, opponents aren't running enough creatures and the death trigger fires too infrequently to justify a four-mana 3/3 with no immediate impact. Pauper is the only other format where token and aristocrats strategies have the critical mass to get real value, but Vanguard Seraph's power level there is still middling given how efficient that format's threats are. Stick to Commander.
