In Commander, Vandalize earns its slot when a deck needs more than the usual one or two pieces of artifact and enchantment removal — the two-for-one effect at sorcery speed is real value in a multiplayer game where threats stack up fast. Pauper is where Vandalize actually competes: the format's removal options are narrow enough that hitting two permanents for five mana is legitimately strong. In Modern, Pioneer, Legacy, and Vintage, five mana sorceries that don't win the game on the spot don't see play, and Vandalize is no exception.
