Commander is where Vampiric Sliver actually lives — Sliver tribal is almost exclusively an EDH archetype, and the life drain stacks into a legitimate inevitability engine when you're attacking with a dozen bodies. In Legacy and Vintage it's legal but irrelevant; those formats have no interest in a six-mana tribal payoff when the Sliver decks that have historically existed there are built for speed, not attrition. Modern sees no Sliver strategies that want to reach six mana either. Vampiric Sliver is a Commander card wearing cross-format legality as a formality.
