Vampire Outcasts enters as a 2/2 with lifelink and bloodthirst — land a hit before casting it and you're looking at a 4/4 lifelinker for four mana, which is a reasonable rate. The problem is that the body is still just a vanilla beater once it's in play, and four mana competes with Vampire tribal pieces that do considerably more work.

Vampire Outcasts is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but competitive play in non-rotating formats has no interest in a conditional vanilla. In Commander, Vampire tribal is the only realistic home — bloodthirst asks you to have already dealt combat damage, which in a multiplayer game is often easy by turn four, but the payoff of a 4/4 lifelinker doesn't clear the bar set by Vampire tribal staples. Legacy and Vintage ignore it entirely. Oathbreaker is the one fringe case where a lower starting life total makes lifelink more relevant, but there are still better four-drops in black.
