Vampire Neonate drains one life from each opponent per activation for two mana and a tap — slow, incremental, and deliberately so. It earns its slot in Belbe, Corrupted Observer builds where pinging each opponent is the entire point, and outside that context it's too inefficient to bother with.

Vampire Neonate is legal across every major format but only relevant in Commander, and even there only in specific shells. In 1v1 formats — Modern, Pioneer, Legacy — a 1/3 that drains for one at sorcery speed for two mana is hopelessly underpowered against the available alternatives. In Pauper the competition at common is stiff enough that Vampire Neonate doesn't make the cut either. Commander is the one arena where hitting three opponents simultaneously makes the math work, and only then when your commander actually rewards that damage trigger.
