Valley Dasher is a Pauper-legal card, and that's the one format where it sees any real consideration — cheap haste creatures matter in commons-only aggro, even if Valley Dasher sits toward the bottom of that tier. In Commander, the forced-attack clause is a liability at a 120-life table where one 2/2 swinging into a 5/5 blocker every turn is a liability, not a feature. Modern, Pioneer, Legacy, and Vintage all have access to far more efficient two-drops with upside, so Valley Dasher doesn't register in those formats at all.
