Urza's Tome is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but that breadth is mostly academic — competitive shells in those formats have no reason to run a two-mana loot on a three-mana artifact when cantrips and cheaper looting effects exist. In Commander, it's technically playable in decks that care about the discard effect, like Madness or Reanimator builds that want specific cards in the graveyard, but even there better options exist.
