Urza's Guilt makes each opponent discard their hand and draw a card — a four-mana sorcery that refills everyone's grip while nuking yours in multiplayer. The effect is too symmetry-hostile in Commander to justify the slot; you're essentially paying four mana to give three opponents three new cards each.

Urza's Guilt is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander, the math is brutal: opponents collectively draw more cards than they lose, making this a net negative at a four-player table. Legacy and Vintage have access to far more efficient discard — Hymn to Tourach, Thoughtseize, even Wheel of Fortune do the job without gifting opponents fresh cards. Oathbreaker's smaller card pools don't save it either; the effect simply doesn't scale well outside of one-on-one.
