In artifact and token shells, especially Gimbal, Gremlin Prodigy, two relevant modes usually line up cleanly enough that four mana feels like a bargain.

Commander is where Urza's Command actually earns its slot: artifact synergy decks have enough payoffs for Food and Thopter tokens that two-for-one on modes is routine, and the ability to counter an activated ability at instant speed covers specific threats like sacrifice outlets or planeswalker activations that other countermagic ignores. In Modern and Legacy the card is legal but sees essentially no play — four mana at sorcery-adjacent value doesn't compete with the format's interaction density, and the modes aren't individually strong enough to justify the slot. Pioneer is the same story. Urza's Command is a Commander card through and through, and it doesn't pretend otherwise.
