In Commander, Urborg Mindsucker is a fringe inclusion — stripping one card from one opponent at the table is a low-yield play in a 99-card multiplayer format, and the body doesn't compensate enough to run it over tighter options. Legacy and Vintage both have access to it, but neither format has any interest in a four-mana 3/2 when dedicated discard and theft effects are far more efficient. Pauper is the most plausible home: the effect is meaningful at common rarity, and if a black tempo or theft-adjacent archetype wants this kind of disruption stapled to a creature, Urborg Mindsucker at least competes on power level.
