Unnatural Moonrise is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker. Commander is its only real home — the card is too narrow and low-impact for competitive Constructed formats where Wolf tribal doesn't exist at a meaningful power level. In Oathbreaker it could theoretically slot into a Werewolf-themed build, but the pool of signatures and planeswalkers that want it is tiny. Outside of Tovolar, Dire Overlord Commander decks, this card almost never sees play.
