In Commander, Universal Solvent is a last-resort inclusion for artifact-synergy decks that need to hit a specific card count — think Teshar, Ancestor's Apostle or Jhoira, Weatherlight Captain shells where the artifact type matters more than the effect. Competitive and even mid-power tables move too fast for a seven-mana removal spell that requires a full turn of setup to even activate. In Pauper, where the card pool is shallow, Universal Solvent is theoretically legal but still outclassed by Deglamer, Unravel the Aether, and a dozen other common answers at a fraction of the cost. Across Legacy, Vintage, and Modern, it simply doesn't exist as a consideration.
