The catch is the Soldier count requirement, which makes it a staple in dedicated tribal builds and nearly unplayable everywhere else.

In Commander, Unified Strike earns its slot exactly once: inside a Soldier tribal deck, where your board routinely outpaces attacking creatures' power totals. Outside that shell it's too narrow — most Commander tables don't run enough Soldiers to reliably hit the threshold. In Pauper, the common-legal Soldier synergies are real, and exile removal at one mana is genuinely scarce at that rarity, so Unified Strike sees occasional play in white weenie lists. Legacy and Vintage have access to better one-mana removal at instant speed with no conditions attached, so it doesn't compete there.
