Undo bounces three permanents to their owners' hands for three mana — tempo-positive only when the targets are yours and you want them back, or when an opponent's board state is worth resetting at sorcery speed. Outside of very specific blink or bounce-matters shells, three mana to undo your own development is a losing trade.

In Commander, Undo is a fringe inclusion in decks that actively want to replay their own permanents — Roon of the Hidden Realm, Brago, King Eternal, or any commander that triggers on entering the battlefield. In Legacy and Vintage, strictly better bounce spells exist at lower cost, so Undo never sees play. Pauper is the one format where the card pool is constrained enough that mass bounce occasionally earns a slot, but even there it faces stiff competition from cheaper options. Oathbreaker mirrors Commander's logic: niche at best.
