Unconventional Tactics is narrowly built for token strategies, and Commander is where those strategies have the most support and the longest games to exploit the buyback. In Modern and Pioneer it's legal but competes with more efficient pump spells that don't ask you to build around the recursion clause. Legacy's card pool is deep enough that the slot is nearly always better filled, and the card sees no meaningful play there. Commander is the clear home: a single copy does real work in any token shell, and the buyback means you're rarely sad to draw it in the mid or late game.
