In Commander, Uncanny Speed is too narrow — one creature, one turn, no card advantage, and gone by your next upkeep. Formats with faster, more linear game plans like Pauper or Legacy give it slightly more breathing room as a cheap pump spell in aggressive red decks, but even there it competes with better options. Pauper is probably its most legitimate home, where budget constraints and the density of small red creatures make a one-mana trample-and-haste spell occasionally worth a slot.
