In Commander, Unblinking Observer rewards the decks that already want to cast a lot of spells — instant-speed goodstuff piles, storm-adjacent builds, and Izzet spellslingers all get real value from scrying on every cast across a long game. Pauper is where it competes most seriously in a non-singleton context, where multiples compound the filtering effect fast enough to matter in aggressive or tempo shells. In Modern and Pioneer it's too slow and too fragile to see meaningful play — two mana for a 2/1 with a soft upside doesn't clear the bar when threats and interaction are sharper. Legacy and Vintage have no interest.
