Commander is where Umbra Stalker actually lives — mono-black decks like Erebos, God of the Dead or K'rrik, Son of Yawgmoth pile up black pips fast enough to make it a legitimate late-game threat. In Legacy and Vintage it's unplayable; those formats have no patience for an eight-mana vanilla beatstick when Griselbrand exists. Modern can cast it but has no reason to — the format's threats are cheaper, faster, and come with text boxes. Umbra Stalker is a Commander card through and through.
