Ulamog's Nullifier is a 2/3 flash flier that counters a spell and exiles two cards from an opponent's graveyard on entry — real disruption stapled to a relevant body. The catch is the cost: you need to exile two cards from graveyards just to cast it, which makes it conditional enough that only dedicated graveyard-hate shells will reliably turn it on.

Ulamog's Nullifier lives almost entirely in Commander, where graveyards fill fast and its exile-to-cast requirement is met consistently by turn four or five. In Modern and Legacy, the casting condition is too unreliable against non-graveyard decks, and four mana for a conditional counterspell on a 2/3 body doesn't compete with what those formats offer. Pioneer has enough graveyard action to enable it occasionally, but again, the effect isn't efficient enough for a sixty-card context where every slot is load-bearing. Commander is the one format where Ulamog's Nullifier earns its roster spot — pair it with a commander that mills or fills graveyards naturally and the condition becomes a bonus rather than a barrier.
