In Pauper it has the most room to breathe, where a double striking body at common rarity can pair with cheap pump spells to threaten meaningful damage. In Commander, three mana for a 2/2 with no enters-the-battlefield effect and no built-in protection is a tough sell against 40 life totals and board wipes. Modern and Pioneer have redundancy at this slot that Two-Headed Cerberus simply can't compete with.
