The effect is real but diffuse — it chips away at resources rather than closing games, so it earns its slot in dedicated mill or discard strategies and not much else.

Commander is where Twisted Riddlekeeper gets the most mileage — three opponents means three triggers every turn cycle, which compounds the mill or hand-pressure surprisingly fast in a dedicated self-mill or group-slug shell. Outside Commander, the effect is too slow and too optional to compete; in Legacy and Vintage, opponents simply discard a land or a redundant piece and move on, and there are far more efficient ways to attack hand or library. Modern has no meaningful home for it either — the format demands faster, more decisive threats than a three-mana 2/2 that lets the opponent choose their punishment.
