Twist Allegiance is a Commander card through and through — seven mana is tolerable in a 40-life format where games go long, and the political chaos of a full board swap is maximally disruptive in multiplayer. In Legacy and Vintage it's unplayable; no competitive deck wants a seven-mana sorcery-speed effect that requires a creature-heavy board state on both sides to matter. Modern is similarly hostile for the same reasons. Commander is the one format where Twist Allegiance finds a home, specifically in decks built to exploit the swap — stealing a stacked board and immediately winning with it.
