In Commander, Twinblade Slasher slots into any +1/+1 counters strategy as a one-mana threat that scales with the deck's own engine — the combat trigger rewards the work you're already doing. In Legacy and Vintage it's legal but irrelevant; those formats don't support counter-based creature strategies, and a vanilla 1/1 with a conditional combat ability doesn't clear the bar. Modern is the only competitive format where it could theoretically see play, specifically in Hardened Scales shells, though even there it competes with more consistent threats that don't require setup. Commander is clearly where Twinblade Slasher earns its slot.
