Tunnel Tipster is a Commander card — the effect is too slow and conditional to compete in Legacy, Modern, or Pioneer, where two mana buys you something with unconditional impact. In Standard and Pauper it's legal but similarly outclassed; the damage trigger only fires on cast from the top of your library, which is a narrow enough condition that most decks won't bother.
