Tunnel Surveyor enters the battlefield and puts a land directly onto the battlefield tapped — real ramp on a body, not just a cantrip. The three-mana cost is the ceiling on its ambition, and in Commander that's a fair rate for a repeatable-with-blink or sacrifice effect that replaces itself with a land drop.

Commander is the only format where Tunnel Surveyor earns a slot without apology — three-mana ramp on a creature synergizes with blink, flicker, and sacrifice engines in ways that Cultivate simply can't. In Pauper, it's legal but competing against a deep bench of two-mana commons that do the same job faster. Modern, Pioneer, and Legacy have no interest; the effect is too slow and too low-impact for those formats' threat density. Standard is technically an option, but Tunnel Surveyor needs a supporting engine to justify inclusion, and most Standard decks would rather run a cheaper land-fetch spell.
