Commander is where Tsabo Tavoc does its best work: nearly every opponent's most important permanent is a legendary creature, so the destroy trigger is live the moment it enters and its protection clause shuts off attacks and blocks from the format's most dangerous threats. In Legacy, it's legal but largely absent — seven mana is too slow for a format that can end the game on turn one or two, and the legendary-matters angle is too narrow to justify the slot. Vintage shares the same problem at an even higher power ceiling. Oathbreaker is legal and the logic from Commander applies, though the smaller life totals and faster pace mean Tsabo Tavoc rarely gets to fire.
