Truce is a Commander card through and through — the four-player table is the only context where handing every opponent a choice generates enough goodwill and enough card advantage to justify the three-mana investment. In Legacy and Vintage it's technically legal but entirely unplayed; a symmetrical, opponent-optional effect is far too slow and unpredictable against tuned two-player strategies. Commander and Oathbreaker are the only real homes, and even in Oathbreaker the smaller pod size dulls the effect.
