The catch is you're fueling the whole table, so it only earns its slot when you're built to capitalize on opponents having more resources than they know what to do with.

Truce is a Commander card through and through — the four-player table is the only context where handing every opponent a choice generates enough goodwill and enough card advantage to justify the three-mana investment. In Legacy and Vintage it's technically legal but entirely unplayed; a symmetrical, opponent-optional effect is far too slow and unpredictable against tuned two-player strategies. Commander and Oathbreaker are the only real homes, and even in Oathbreaker the smaller pod size dulls the effect.
