Trostani Discordant is a Commander card through and through — six mana is acceptable in a 40-life format where tokens and go-wide strategies have room to develop, and the end-step control clause is occasionally relevant in multiplayer when opponents steal your creatures. In Modern and Pioneer, six mana for a non-immediate-win effect on a creature that dies to every format-staple removal spell is simply too slow to register. Legacy and Vintage have even less patience for it.
