Trophy Hunter is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but its real home is Commander. In a 100-card singleton format where Dragons, Angels, and other large flyers are everywhere, Trophy Hunter fills a niche role as a reactive threat that scales over the course of a long game. In Legacy and Modern it's simply outclassed — there's no +1/+1 counter synergy payoff strong enough to justify a 2/3 for three mana when those formats move at a pace where Trophy Hunter rarely swings the board.
