Triskelavus enters as a 7/7 flier that immediately fragments into a swarm of 1/1 tokens, each capable of dealing 1 damage anywhere — that's a repeatable, distributed kill condition on a single card. The seven-mana cost is steep, but in token-doubling or counter-stacking shells like Cathars' Crusade, the math gets out of hand fast.

Commander is where Triskelavus actually gets to live — seven mana is reachable, and the ability to ping planeswalkers, players, or small creatures turn after turn fits naturally into aristocrats, token, and combo shells. In Legacy and Vintage it's a curiosity at best; the cost and speed mismatch with those formats is too severe to justify inclusion over faster threats. Modern has the same problem — seven mana for a fragile combo piece doesn't compete with what that format demands at that cost. Triskelavus is a Commander card wearing a Legacy-legal badge.
