Commander is where Triceraton Commander belongs — the token generation scales with wide Dinosaur boards that only exist at longer game lengths, and the singleton format means you're building around it rather than running four copies of a slow payoff. In 60-card competitive formats like Modern and Legacy, it's too expensive and too conditional: you need multiple attacking Dinosaurs to break even on value, which asks for a dedicated tribal shell that doesn't compete with faster strategies. Standard and Pioneer could theoretically support a Dinosaur aggro shell, but Triceraton Commander asks you to already be winning when it connects, which is where aggressive strategies don't need extra help.
